Article 1. Police Department
The mayor, with consent of the council, shall appoint at the first regular meeting of the city council in May of each year a chief of police who shall have general supervisory authority over the law enforcement agencies of the city, shall make arrests and perform such other duties as may be required by the mayor and council.

The chief of police shall recommend the appointment of such other officers as are deemed necessary, and the mayor shall make such appointments with the consent of the city council.

Compensation of the chief of police and police officers shall be as established in a resolution by the city council. The chief of police and such other officers as may be appointed shall serve terms as provided by K.S.A. 15-204.

(a) Authority to establish. The chief of police with the consent of the mayor and council may establish a police reserve unit.
(b) Regulations. The police reserve unit shall be regulated by bylaws, rules and regulations issued by the chief of police and approved by the city council.
(c) Compensation. Members of the police reserve unit shall be compensated as provided by the city council resolutions, shall serve at the pleasure of the chief of police and shall have all the powers, duties and obligations of regular police officers during such times as they are designated on duty by the chief of police.
